"When you see people using this service, the risk is the same," said Tim Cook, chief executive of Amazon.com Inc. "If you want to use it in a cyber manner, you would want to use it in a secure environment."
The issue of whether the service can be used to steal information from other machines was first raised in September by a federal judge in California. The court denied a request by the Electronic Frontier Foundation and other advocacy groups to hold the state to a lower standard.
In the past, the agency has tried to protect systems from hackers. A state computer system administrator, William F. Hargreaves III, was fired in 2011, after hackers breached public computers, the Associated Press said. The agency said it plans to continue to monitor the issue.
But in recent months, it's been challenged by a group of computer security researchers, who say the service can be used to spy on the data of other machines. The group said that an agency-paid consultant hired by the company to study the flaw would make clear that an agency-issued computer system could access it to steal information.
