"We've been saying that the only way that we could make a game that was even close to the original has been to have an open-world campaign that's got all of the elements of a 2D or 3D game," co-director of the game, David C. Schmitt, explains. "There's no way that we could do that without a completely open world campaign, and that's a big part of it. We'd love to put that in the game, but we're not 100 percent sure what we're gonna do at this point."

The open-world campaign is where both games will be set, and it's one where the game's open-world elements will have a unique effect on what's available in the game, in regards to customization.

Though Streets of Rage 4 is a more open-world-focused game, the game's open-world elements will be more significant with increased emphasis on multiplayer, and there's a strong chance for it to have larger-than-life multiplayer events. In the game's case, this is based on what's known as the "Tournament Mode," where players can either play as a single character or as a clan
