To make sure that zero-emissions buses are on California roads, CARB's advisory committee recommended that companies start selling zero-emissions buses to the public in a bid to help encourage development of more efficient and more clean vehicles.

"It is critical that the public is aware of the importance of zero-emissions transportation options for improving air quality," the advisory committee wrote. "There is a need for state and local governments, especially in urban areas, to adopt zero-emissions transportation alternatives to improve air quality. If the government fails to take action to address this problem, the public will not be able to save money."
