"This is a clear violation of the First Amendment by Verizon. We urge you to investigate Verizon's practices on their behalf, as well as to review the FCC's current rules for this type of behavior," the letter read.

U.S. Rep. Zoe Lofgren's office did not immediately respond to requests for comment Friday. The FTC did not immediately respond to a request for comment by press time.

The Verizon team said the team had reviewed the FCC's rules, but did not comment on the letter's contents.

"We're not looking for any specific facts or evidence to back up my position that's not known," said Verizon spokesman Tim Murphy. "Our position is that the FTC has already concluded that this type of behavior by Verizon does not violate our policies and should not be allowed to continue."

Verizon has been the target of a series of lawsuits by groups including the American Civil Liberties Union, the Electronic Frontier Foundation, and the U.S. Department of Justice that have seen the company lose billions of dollars in litigation.

"This is one of the most egregious violations of net neutrality," said EFF president Aaron Persky.
