This is not the first time this administration has attempted to politicize space. In the early years of Barack Obama's administration, the president's inaugural address sought to make space an issue to be discussed. The President's Space Advisory Council was formed in 2009 by Vice President Joe Biden, Vice President Mike Pence, and John Holdren of The National Aeronautics and Space Council.

In 2014, it was reported that a number of Congressmen were trying to defund a $1 billion project to build a large space station, despite the National Aeronautics and Space Council's support for the space shuttle program. This attempt to politicize space made headlines around the world. The space station project was eventually withdrawn by NASA, and Space Council Chair Mary Ellen Roberts was replaced in 2015 by Bill Shorten, who also worked as NASA administrator.

Since then, the Space Council has been a focal point of Congress in Congress and is frequently quoted in conservative outlets. In December 2015, The Washington Post quoted Rep. Chris Collins (R-MD) saying that, "The future of space is not a matter of just Congress or the President but of the American people."

The Space Council has not been officially identified by the White House as being part of Trump's Space Force, though some have speculated that the White House is trying to make space a national issue. The Office of the Director of Operational Test and Evaluation (OCET) has reportedly been tasked with coordinating with the Space Force in order to design and implement a "Space Force" that will not just be manned but will be able to perform various functions and perform different missions.

While this new space force may well be the first step towards a new military, it will not be the last. The Trump Space Force may well be the culmination of decades of effort to shape space, but it may well be the most visible of the new space projects. The Trump Space Force will be a multi-billion dollar operation that will involve the creation of a large space station, a military station, and a space research station. The space station would involve a massive rocket to loft a payload that would then be launched into orbit and used to launch a manned mission.
