The report shows that the Model 3 was traveling at a rate of 0.2 mph at the time of the crash. The truck driver had a top speed of 75 mph. Witnesses describe the vehicle as being about 35 feet (20 meters) above the ground.
The NTSB has not released any additional information yet but it appears that the Model 3 may have been running a red light on the way to the scene of the crash.

The report from Rep. Zoe Lofgren (D-CA) was published by WikiLeaks on Wednesday. It paints a picture of how the US government is trying to undermine the democratic process. It is extremely telling that a committee of congress is working to try to undermine the process.
It's also telling that this was the committee working on the investigation into Russian meddling in the 2016 election:
In what is known as "The Russia Investigation" the committee is "working on the 'Russian hacking' of the Democratic National Committee, the Democratic National Committee's computer servers, and the Democratic National Committee's email infrastructure," according to the committee's website, which includes a list of "high-ranking officials and officials who worked on the campaign and who have been connected to the Russian effort."
This committee "will be in further coordination with the Justice Department and the FBI to bring people in and out of the country to testify before Congress," the report says.
It also says that the committee will be able to "explore all the material that is available to lawmakers on Capitol Hill, to help the House investigate the matter and to help the House Judiciary Committee, the judiciary committee, and the committee on Russian interference in the 2016 election."
In the post, WikiLeaks documents described the committee's work, including how it's "working to investigate the Trump campaign's relationship with Russia and other related matters and to develop ways to make it easier for the U.S. government to conduct investigations against its own people." But a number of the emails included in the report contain highly classified information.
