The emails were sent to over 40 government, defense, and other industries. They contained information on contracts, a list of companies, and the names of many of the affected government departments. According to FireEye, this is a relatively common attack.

"In the past week, I have heard from several former government IT staff that in their home states, government service providers like UPS, FedEx, and UPS and FedEx, and others, are actively being penetrated by APT29," FireEye wrote. "This is just one example.

"The attacks may be targeted here in the US, but to many in the broader IT community, the NSA is still using the same tool in the United States to target IT infrastructure."

"The information on the APT29 is in a variety of places, including a list of companies that were targeted by APT29 and in which the document was presented," FireEye added.

"It is important for government agencies to continue to protect the IT infrastructure of the United States and our own government," the report said.

Update: On Monday, APT29 sent a separate email to its users, noting that it was "working on a response to this report." The message included a list of companies that the agency was targeting. The company noted that there are already more than 100 different Microsoft organizations targeted by APT29 this year, and said that it had sent more than $500,000 worth of emails to the government of Russia since the end of December.

The NSA has been "actively working to ensure that our systems are secured on a daily basis," the report said. "We continue to work with government and industry officials to ensure their security is maintained and improved for the security of our organizations and clients, as well as to assure that all of our information is secure."In this July 25, 2011 file photo, the Supreme Court is shown on the first day of its hearing of a case that tried to get the courts to make same-sex marriage legal in the state of New Jersey.
