The cable company has long resisted making fiber plans available to a small minority of the population: Nearly half of Charlemont residents are white or black.

The company also pushed back Friday against a "consumer complaint" filed by a Charlemont resident seeking to block the county from implementing its broadband plan for the area.

The complaint is a response to a letter from residents who described the county's plan as "an attempt to keep broadband customers from getting the maximum benefit they can from local fiber."

"The county already has a majority of our residents getting an average of at least 30 Mbps, even if it is a few years or two before that gets going," said Charles Smith, the town councilman. "This is a major violation of the First Amendment, and the town should not be making decisions based on the wishes of the 1,000 residents."Terrifying footage of a car-ramming suspect in the Bronx appears to have been captured on a mobile phone.

A man in his 30s was filmed repeatedly smashing a passenger's window as she sat in a car at a Bronx intersection, police said. The suspect in the video, a man, later walked out of the car.

According to the NYPD, the man was stopped for speeding and called for a traffic stop. The man then turned around and was pursued by other motorists.

The man, who police said was black, then fled on foot, leaving his wife and two children behind, the NYPD said.

The man was arrested in connection with the chase and was charged with assaulting a police officer.

The NYPD's spokesman, Lt. Bill Bratton, said: "The NYPD is in the process of releasing a report and will not comment further until we have more to say."

The incident took place around 6.30pm and at approximately 10:30am was reported to be in the area of West Dunbartonshire, close to Ballystone Station.

No injuries were reported and an 18-year-old woman was seen to be critically injured.
