The agency's announcement of SAFE comes less than 24 hours after the president signed the SAFE bill into law, and only one day after the Justice Department announced it would file a lawsuit over the regulation. It remains unclear what's happening with CARB's rules. EPA said on Thursday the agency will continue to review CARB's rules, and on Friday the agency released more detailed guidance on how it will approach them.

Carbon dioxide emissions from cars are a problem for the U.S. economy. But there is no evidence that the agency can stop the industry. And CARB has never had any significant impact on public health in the U.S.

If the new plan is anything like the old one, it will have little impact on fuel and emissions.Still loading...
