Cline refused in the federal lawsuit, saying that he had not had sex with his daughters since 1988, when he first married their father, David B.
Kochin, the executive director of the Indiana Human Services Commission, said Tuesday that he has had sex with both women.
Barton, the lawyer for the victims' families, praised Cline's actions but said he was surprised he would make such a claim.About the Book
