They were.When the city of Houston passed a law last week that allows the city of Houston to refuse a city permit to build a new building if it fails to meet certain construction standards, thousands of residents and activists rallied outside of the building in protest.
In a video posted to the Facebook page of the American Civil Liberties Union (ACLU), a group that advocates for civil rights, members of the crowd asked Mayor Sylvester Turner if he would sign the ordinance banning any construction that does not comply with city standards. Turner responded that the city has "been working with various stakeholders to get this done."
The ACLU says that after a few days of protests, the city has received over 1,800 signatures from some of the biggest residents and leaders of the rally in San Antonio.
The ACLU says that the mayor was not supportive of the city's proposal and that it would have made it impossible to keep the project from going forward.
The city of Houston has already signed a lawsuit against the building and is currently in the process of appealing it to the U.S. Supreme Court, which has yet to hear the case.
The ACLU says that the city's response to the ordinance was more like "failing to act" – failing to meet its city standards "that would have allowed it to not be built" due to the ordinance.
