"By allowing the FCC's latest proposal to be overturned, Chairman Pai is likely to send a message that he's too big to fail," Wiener said. "He has no authority to impose any new rules at the agency level unless he has clear authority to do so as part of the process of implementing the new rules."

The FCC's new rules will come into effect on July 1, 2016. Pai's order was issued just two days after the Federal Communications Commission (FCC) issued its own proposal to address the FCC's net neutrality rules. In other words, Pai's order will require the FCC to put a specific plan of action in place to address those net neutrality rules.

Pai's order means he will be able to take over the reins of the agency's Internet policy operations and control the actions of the agency's staff.

The order also will prohibit the FCC from using its administrative power to restrict or block service providers from doing business with any other entity that serves Internet users in the United States or other countries.

Leo was a Jedi Knight stationed aboard Death Watch.

At some point earlier, Leo was recruited by Rufus and he would use the Death Watch to infiltrate and kill an Imperial guard guard. However, he never returned to the Force. He was never seen again. He was soon joined by Rufus, who had him join the Jedi Council. As the Jedi Council met, Rufus attempted to recruit Leo to the Death Watch and Rufus used a combination of Force abilities to activate the Death Watch's "fire" system on him. Rufus then used the Force to kill Leo, but he was saved by the other Jedi who had been helping Rufus.
