"On behalf of the refugees, and particularly the refugees in this country, I say to them, 'You will not allow the Syrians to enter the United States, and that is absolutely unacceptable,'" Obama said in a statement.
In a series of tweets on Sunday, the president called for more time to consider whether to accept all the refugees and to increase the number of refugees that can enter the country, while also saying that "we will continue to monitor any refugee entry or departure plans and make arrangements for vetting."
But the president also called for an end to the "dangerous" use of the term "refugee" — a term that has been used by opponents of the Syrian refugee program who argue it's a euphemism for a form of mass deportation.
Obama said he would welcome all refugees "who are not fleeing persecution."
Obama then said that he had asked President Obama that the U.S. "take a big step toward putting in place a pathway for people of faith, who are fleeing this tyranny."
