That allegation, and other claims of US involvement, are being raised by a wide variety of government agencies and companies, and could include the NSA, FBI, and other agencies, according to the report by the Center for Constitutional Rights at the University of Maryland , which is based on documents from the National Security Agency, the International Telecommunications Union and other anti-virus groups.

While the report states that Microsoft has not released any evidence of such work, it does allege that Microsoft is working on a program specifically to help the NSA and the FBI. The report says that it may have been working on "the idea of providing the NSA with a special sort of cyber threat management capability," specifically to help the "counterintelligence and cybersecurity community."

Microsoft isn't the only company that has had these types of activities covered up. According to the report, the NSA has been working on a "secret cyber threat management capability to assist the intelligence community to improve and improve cyber threat management capabilities for the NSA and other agencies." The NSA has also provided intelligence analysts with a "secret cyber threat management capability," which is what Wired called a "secret cyber threat management capability for security agencies." The NSA's program, known as "Redshift," currently has been in use by the FBI and the CIA.
