According to Doctorow, the scooter was purchased by Bird in the late '90s and was part of a program that enabled law enforcement agencies to get photos of suspects or suspects' vehicles, which they then used to post to Facebook, and other social media sites.

"The scooter helped law enforcement secure the vehicle and made it easier to find those who might be involved in criminal activity," he wrote.

At the time, Bird wasn't doing anything illegal.

But the scooter was used in a criminal investigation by the Department of Homeland Security's Office of Criminal Assets and Assets Investigations (ACI), which is part of the Justice Department.

According to the letter, this allowed law enforcement to get an entire scooter "from a local source," including a sheriff's deputy.

"The scooter was not used to transport illegal drugs or weapons, and was only used to store items taken from the motor home," the letter stated.

"The scooter was not a vehicle or a vehicle-related vehicle."

According to the letter, the scooter was designed for use by an individual who owns a scooter and who uses it regularly, and had to be removed by a sheriff's deputy.

"The scooter had been in the family for the past several years. While in jail, the scooter was used as a vehicle. This allowed law enforcement to gain access to the scooter and the stolen property from which it was obtained," the letter states.

It also listed a "reasonable probability" that the scooter might have been stolen, but said that the scooter was not used solely to "provide information regarding a suspect who may have been involved in criminal activity" and that "the scooter was used in all of this."

"Our scooters are a symbol of freedom and of justice," the letter said.

"We appreciate the public's support and understanding of the issue, and we are committed to protecting our vehicles and customers from the continued use of stolen scooters," the letter continued.
